Let TagErrorRendererFactory decide if a field is in error

Fix For: Release 1.6
Currently, tags decide themselves if there are validation errors in the request
that apply to them. If the determine that there are errors, they create and use
a TagErrorRenderer. The decision should be moved into the
TagErrorRendererFactory so that developers can override the default behavior if
they need to.
