Here is a code snippet that will trigger the issue:
foo.bar.SomeActionBean.java:

return new forwardResolution("form.jsp");
}
@HandlesEvent("form_submit")

HTML generated by the JSP:

Note the action portion, the showAForm part shouldn't be present
