Cookies not keyed on name in mocking framework

Hi,
I have an action responsible for removing cookies from a users computer. i take
the approach of checking the request for the a cookie and if it exists and if
so replacing it with a new cookie with the same name an no value.
I am using the mocking API to test this action. i put a cookie with the value
populated in the request and expect a cookie in the response with an empty
value but in fact i get 2 cookies in the response one with the original value
and one with an empty value.
I feel that there is something not right here???
