LifecycleStage enum values are out of order

I was just writing a unit test for ExecutionContext in which I did a for loop
like this ...
for (LifecycleStage stage : LifecycleStage.values()) { ... }
... only to discover that the RequestInit stage was tacked on to the end of the
enum instead of being inserted at the beginning to match the ordinal values to
the stages' order of execution. That needs to be corrected.
