ForwardResolution to non existing JSP without leading slash (/) triggers

When using clean URLs if the action handler returns a ForwardResolution to a
path that dpoesn't start with a leading "/" (slash) then a validation error is
raised (with the source page not found message) instead of a 404.
One should not forward to non existing JSP, otoh the error is misleading here.
