Yes, forwarding to a JSP. But an action, as the name implies, is as a result of a page that has already been displayed. This page usually requires setting up, and to keep related things in the same place for the page means that it is convenient/sensible to also place the setting up methods in the related actionbean and use it directly from the JSP. Yes, I like to keep things nice and simple :)
I tend to have a one-one mapping of JSP pages to actions, so maybe this is also a bit of a simplification, but IMHO there is no need to do otherwise. I have a tag that has to use the UseActionBean tag to instantiate the 'known' actionbean, which is a bit of a pain. But only a very small pain considering how nice I otherwise find Stripes. I guess the reason maybe that Stripes doesn't have mapping from URL to actionbean, only from action URL to actionbean? I guess in that case it does make sense.
