I hadn't really looked at jspx until I saw your post.

The |taglib| directives have been removed. Tag libraries are
now declared using XML namespaces, as shown in the
|html| element.
This is the only thing I can think of why they are simply "not
working". Have you included the stripes tag library with
<stripes:layout-definition
xmlns:stripes="http://stripes.sourceforge.net/stripes.tld"; .....>
</stripes:layout-definition>
assuming stripes:layout-definition is the top-level element in your XML
document?
