You can handle this in one of two ways:
1. <s:useActionBean> 
(http://stripes.sourceforge.net/docs/current/taglib/stripes/useActionBean.html)
2. If there is no actionBean forward or redirect: <c:if test="${empty 
actionBean}"><jsp:forward page="/ActionBean.action"/></c:if>

1.4.x worked the same way.
