There's no way to do it with one tag if you're using the beanclass
attribute, but you can do it with two if you'd like:
<s:url var="url" beanclass="com.myco.stripes.FooActionBean" />
<s:link href="${url}#someSection"><s:param name="foo"
value="bar"/>Blah</s:link>
Not ideal, but it should work. You can add an anchor to your s:link or s:url
if you're using href instead of beanclass, and Stripes will handle it
correctly.
