The Google Charts I've used are rendered in SVG or VRML in the client's browser via a JavaScript library depending on which browser they are using. No extra load on anybody's server. :-)

I am currently using JFreeChart+JCommon and it is working well.
You don't even need a plugin, you can just return a StreamingResolution and use:

JFreeChart chart = ...;
ChartUtilities.writeChartAsPNG(response.getOutputStream(), chart, width, height);

in the public void stream(HttpServletResponse response) method.
