You can't merge init-params like that.

That explains what is considered a stripes extension. What I meant by
extension package is just some arbitrary package that you have decided is
going to contain all the classes you want stripes to load. This is similar
but different than where your actionbean classes reside but the concept is
the same.
I'm not sure about your "could not create instance" error because I can't
see your code. :)
