Stripes does not set up any resource bundle for use by JSTL. For example, if you're using the default StripesResources.properties, you still have to configure it in web.xml to use it with JSTL, with a context parameter. So yes, the JstlResourceBundleInterceptor is necessary, but there may be other ways to tell JSTL to use your database-backed resource bundle. Hope that clears things up.
