Looking at the above example I would expect you to have you're sources file 
outside the Tomcat directory and only in you're development directory in a 
directory like this:

<classpath>/net/sourceforge/stripes/examples/quickstart/CalculatorActionBean.java



Only the compiled class file needs to go to this Tomcat directory:

<ROOT>/WEB-INF/classes/net/sourceforge/stripes/examples/quickstart/CalculatorActionBean.class



(But I would prefer to compile to war and deploy the war file instead of 
using class files).
