... at the top of all of your JSPs? It is not enough to have this only declared in your layout JSPs. I just ran a small local test. If my layout JSP was declared as UTF-8 and my content JSP was declared as ISO-8859, then the response would be returned as ISO-8859.

So be sure the charset is declared in every JSP.
