Yep, it is, we use a "basic" action that forwards to a view (depending on a request-variable), for publishing, it is a very "stupid" controller that does a db-lookup for the template and forwards, but with such a mechanism we can implement very strict security( eg requesting a jsp-page is impossibe).   for forms it works the same, but the usage of form beans has vary advantiges...
