All right, so I'm an IBM lurker (*blush*). Actually I've posted one or two
comments here before, but anyway.
What you're talking about sounds ideal as a plug-in for Eclipse (see
www.eclipse.org). Eclipse is sort of a meta-IDE, upon which a whole host of
specific IDE's can be implemented as plug-ins. Future releases of both
Visual Age for Java and WebSphere Studio will migrate to the Eclipse
framework. It sounds like a plug-in wrapper for the Struts Console would
fit nicely alongside the VAJ or WSS plug-ins.
I will mention this to the appropriate people, and see what the best way
for you to proceed is.

I'm currently working on integrating the Struts
Console software, I developed, with NetBeans/Forte.
The module should be ready in about a week or so. The
module will initially just be a "wrapper" for the
standalone Struts Console. Longer term I can see lots
of useful functionality such as the ability to create
a new struts application using a template, etc.
On a side note... I plan to integrate the Struts
Console with other IDEs as well once the NetBeans
module is complete. I will likely develop one for
JBuilder and one of IBM's products (VAJ? or WebSphere
Studio?). If there is anyone from Borland or IBM out
there lurking that can help me with getting started
with integrating the Struts Console into their product
