Just edit the file and commit, making sure you started with the most up to
date version of the file from CVS. It's a good idea to do a diff before you
commit, to make sure you're only changing what you think you're changing.
(If you're on Windows, tkdiff gives you a nice side-by-side coloured diff.)

To create a patch, you need to edit the file anyway, and then diff between
what you edited and what's in CVS. Now that you're a committer, you don't
need to create patches any more.
