After I fixed Bug 11950, On Oct 19.
James Holmes reports that using IE 6.0, on the nightly
struts build that the Struts example application generates a
visible // End. --> on the logon screen.
However using 
CVS Build Oct 20
IE 6.0, IE 5.5, Mozilla 1.1 and NS 4.08, for 
JavaScript Enabled & Disabled.
a English Locale 
on Windows 2000
With Tomcat 4.0.6
 I do not observe
this behaviour. Directly viewing the generated HTML 
I see a pair of <-- Begin & //End. --> around the Javascript.
generated by the JavascriptTag.

If other people observe this please report your setup:
Struts Version: Nightly 20021002, CVS OCt 20, etc ...
Browser: IE 6.0, Mozilla 1.1 
Locale: English, Spanish etc...
Javascript enabled.
Platform: Win 2K, Linux, Solaris etc..
Container: Tomcat 4.0.6, Tomcat 3.3.1 etc ...
