The criteria is just whats on the page itself. That's all I even
sent over the list.
As of 2002-Jul-31, pages linked here must indicate that they are
"powered by Struts" or otherwise credit the Apache Software
Foundation pursuant to item 3 of the Apache Software License
("This product includes software developed by the Apache Software
Foundation (http://www.apache.org/)."
Someone on the user list could even do this if they had a mind to.
An announcement that we wanted a volunteer would also act as a
final warning.
