You can't control validation from within a form

I don't see any benefit in adding a shouldValidate method.  You could easily
program this logic into validate() itself or add a shouldValidate method to a
base form class (as previously suggested).  This is the kind of thing that
people add for their special situations and not necessarily to Struts itself.  I
don't believe we should be adding optional methods to the Struts base classes
that are only useful in a few situations.
