Exactly as by links and frames, a form submition is followed by a page display.
Therefore the anchor parameter should be an attribute of the <html:form> tag to
allow to generate an url with "#myAnchor" at the end of it (as far as I know the
anchor isn't even transmitted to the server) what would say to the browser
"scroll to the 'myAnchor' anchor in the page you get as a result of the form
submission". 

And that's all, it has nothing to do with what happens on the server: neither
with Struts Action classes nor with Struts ActionForward classes (even a
redirect can't contain a #anchor).
