Enhance html:link and html:javascript tags to avoid servlet context hardcoding

The tags are certainly supported but adding new tags that print a css or js link 
is not a good idea.  Furthermore, it's quite unclear why it's required to 
hardcode the servlet context in either of the described situations.  Retrieving 
the context path is already doable with JSP expressions or with the JSTL.  What 
is the "known kludge to get the browser to save the validator javascript"?
