Personally, I've always admired the Turbine Developer's Kit. 

I also think Struts may interest a lot of people who are not used to
working in open source environments, and may find the list of
prerequesite packages daunting. 

I would like to make getting Struts up and running as simple as
possible, especially for people who are testing a number of framework
approaches. 

If possible, I would say we document how to use Struts with other
versions to give the power users a boost, but provide a "plug and play"
bundle for mere mortals.

On a related note, if no one objects, I would also still like to
refactor the installation page as mentioned here
