I absolutely agree with you, this is something that would be a very nice
feature in a designer tool. It is quite likely that you will see this
feature in a future version of NetBeans/Forte for Java. It already has a
visual editor for the deployment descriptor (web.xml file), and having an
editor for struts-config.xml would definitely make sense.

But the good news is: since NetBeans is an open platform, and anyone is
invited to write extensions and contribute to NetBeans, there is no need to
wait until Sun decides to build a Struts tool.
