I had similar problems.
What I did was...
Use Tomcat 3.3M4
and to each struts app under $app/WEB-INF/lib I copied crimson.jar ,
parser.jar and jdbc2_0-stdext.jar. The version of these three files are
from the JBoss 2.2.2 ( JBoss is an open source EJB server -
www.jboss.org ).

Latest struts nightly build doesn't work for me. Does anyone have try

I have some trouble with the Digester which can not find classes. I
have read the thread about problems with Digester, but can't got latest
build of Digester : commons site seems to have some troubles ! Bad day
