I had a look at MessageResources in commons and it is really not much to do
about it from my point of view. The only thing I would propose is to remove
reference to concrete implementation factory from abstract MessageResources
class.
I can help providing patches for using new classes in Struts. But at first
the resources release should be ready in commons, so the build scripts of
struts could be modified.
