Go to <http://nagoya.apache.org/bugzilla/index.html>, create an 
account, and then go to 
<http://nagoya.apache.org/bugzilla/enter_bug.cgi?product=Struts> and 
enter it into the system -- probably as a "Request for Enhancement". 
If possible, attach a copy of your changes, possibly as diffs against 
the CVS, and then see if it catches on.   It's possible for 
registered account holders to "vote" for bugs, which may help draw 
them to the attention of the project committers.
