Not much is happening on the workflow component at the moment (see the commons-dev list for a discussion on this - basically, Craig is a bit busy with a new job at the moment). However, it is certainly usable in its present form. The web integration is quite good - I don't think too much would be required to get it working in a Struts environment (haven't actually done that myself). I've used it to process JMS messages. I wrote the message processing engine myself, running as a standalone process, but if I were to do it again, I'd use the messenger component and have it running in an application server - that way I could use the same activity and step code to process messages either from JMS or from HTTP requests, which would be pretty cool. The main thing Craig would like to see done is to have a better scripting language, probably based on or similar to the JSTL expression language. That wouldn't necessarily affect any code you'd write, just the definitions of the workflow processes.
