f.y.i. Some info for Struts Bugzilla Bug 9310:
I ran into this problem myself on Tomcat 3.x and WebSphere 3.5.5. My work-around for this problem was to use a newer version of the commons-logging.jar file. I used (and am continuing to use) the commons-logging.jar file from the May 14 nightly build of Struts 1.1b. Hope this helps.
