The <bean:include> tag cannot be used to access resources protected by a
security constraint, even within the same web application.  Consider using the
<jsp:include ... flush="false"/> tag on a Servlet 2.3/JSP 1.2 container, or use
the <c:import> tag from the JSP Standard Tag Library (JSTL).
