Nope, its not possible my IDE is doing that (IntelliJ IDEA - highly 
recommended, BTW!).

I've found the problem, and I'm embarrassed to even say what it is, but 
I was deploying servletapi-2.2.jar into my WAR file's WEB-INF/lib 
structure.  You'd think I'd know better by now!  And to get Cactus put 
in quickly I went against one of my own best practices advice of tightly 
controlling JAR files and only deploying very specific ones.  *.jar is a 
bad Ant include patternset!  :)

All is now well, thanks for your patience and help, and feel free to 
flog me for taking up your time.
