The JavaDocs talk about "beans" and "properties", but that seems to be 
just nomenclature. The ActionMessages container doesn't seem linked to 
JavaBeans in any specific way. The Strut's framework associates the 
message categories with bean properties, but that's just one potential use.

The cleanest thing might be to update the JavaDocs and statics to remove 
the Struts references, import it to Commons resources, and do any 
additional refactoring there. Then, post 1.1, we can bring the Commons 
version back in again (which now seems to be SOP).
