Until it's put into the "contrib" tree, you can just download the attachment that I added to the enhancement request (#12365), which is the entire distribution of the project. When you build it, you will likely see one error due to the fact that I didn't create a "conf/share" directory (first noticed by Eddie Bush). If you manually create that directory and rebuild, it should build ok. It doesn't have much documentation yet, but the top-level README provides useful information. The "doc/userGuide/struts-*-el.xml" files contain the documentation for each tag and attribute, although not quite in a friendly form yet. The "strutsel-exercise-taglib" application provides a useful demonstration of many of the tags.
