I really could use some help with this.  I use CVS every day, but I haven't
used "cvs import" in a long time.  I'm not sure what the "vendor tag" or
"release tag" would be.  I'm reasonably sure my "module name and path" would be
"jakarta-struts/contrib/struts-el".

Once I get the import done, I can proceed with standard headers and
etceterata, and hopefully commit this.
