It's a backward compatability issue. So we will have two tags that overlap for now. We also inherited the message tag from the original validator package, so there's backward compatibility issues there too. If someone wants to use the errors tag with the message queue in Struts 1.1, I'd suggest adding the message property. If we can merge the behavior later, that would be great. As it stands, it's my feeling that they do not do the same thing. The errors tag interposes markup.
