The "lowsrc" attribute of "html:img" is not in the HTML 4.01 specification

The "lowsrc" attribute of "html:img" is not in the HTML 4.01 specification. 
This is apparently supported in most browsers, but wasn't even in the HTML 3.2
specification.  It was probably useful when most people had 14.4kb connections,
but it has less relevance now.

We should deprecate this attribute, and remove it post 1.1.

The statement was also made that we should make the tag ignore the attribute at
the same time as deprecating it.  Although I sincerely doubt anyone will miss
it, perhaps that's going too far?
