Initialization of validator on computer which has no access to internet failed
because it was unable to download dtds (validation_1_1.dtd etc..). 
Initialization of struts itself went ok, although its configuration files 
(struts-config.xml) should also be validated using dtds from remote source (or
am I wrong?). I'm not sure if this is a bug at all, but I find this behavior
at least strange.
