As some of you may have noticed, the 1.1-b3 release has not been made
available through Apache mirror sites yet. There are two reasons that this
did not happen concurrently with the release itself.

1) Since we are just now setting up the mirroring for Struts, there is a
delay of a few days while mirror sites "discover" Struts. I didn't want to
cause confusion by potentially sending people to mirror sites for the new
release, when those sites may not know about Struts yet.

2) It's not clear (to me, at least) what the intent for the "current"
release is on the distribution site. Everything that's there now is a
final release - there are no other betas - so I'm not sure whether only
final releases are supposed to be there. It seems rather silly to go to
the effort of making 1.0.2 the "current" version at this point in time, so
I'm tempted to make 1.1-b3 current anyway. In the meantime, the links on
the distribution site are for 1.1-b3 explicitly, with no "current" links.

You've probably noticed that the 1.1-b3 release is digitally signed, which
is a first for a Struts release, and also a prerequisite for mirroring.
The main Apache distribution site now know about Struts, too. See:

http://www.apache.org/dist/jakarta/struts/

I plan on having the remainder of the mirroring setup completed within the
next week. I have not yet decided on whether to use a Struts-specific
download page, or use the generic Jakarta one, so if you have an opinion,
please speak up. ;-)
