marginheight="0" should generate marginheight="0"

This is a funny one.  I guess I'd have to reject this.

Apparently we initialize "marginheight" to zero, but we only emit the attribute
if "marginheight > 0".  The HTML 4.01 spec says the following:

This attribute specifies the amount of space to be left between the frame's
contents in its top and bottom margins. The value must be greater than zero
(pixels). The default value depends on the user agent.

Therefore, we are correct to ignore 'marginheight="0"'.  It's unfortunate if a
browser implementation interprets a value of zero as a valid value.
