In this case I think we are talking apples and 
oranges. CVS is not involved when you go out and 
download a source package (the zip files ending in 
-src). I would suggest forcing windows crlf to the 
.zip version and unix lf to the .tar version of 
those packages.

If the developer who checks code in to CVS does the right thing, there
is
no problem ... checkouts on a Windows machine get CR/LF line endings,
checkouts on a Unix machine get LF endings, and so on.  Nobody has to
run
any filters or scripts to fix anything...
