I don't think this is a good idea.  The intent of the required alt attribute in xhtml 
is to force 
people to describe their images for useability.  If Struts generates empty alt 
attributes for 
you, it would defeat the whole purpose.  This would allow people to follow the letter 
of the law but 
not the spirit.
