You mention 'info' tags in TLD files, but such tags do not exist in any of the Struts TLD files. The call stack you included shows that one of your JSP pages (announcementViewLink.jsp) is throwing the exception, and Struts does not appear in the call stack. You said that you changed OS, JDK and Tomcat versions, so I suspect that the issue is due to one of those changes.
