I'm not sure about jakarta naming rules but you probably need an official jakarta subproject to use org.apache.axis4struts. If you're planning on making axis4struts either a contribution to struts or integrate it with struts you should use org.apache.struts.axis.

org.apache.struts.axis is the better choice. It's redundant to include
"struts" after org.apache.struts...
