JSP in non-default module cannot call actions in that module

Using multiple application modules *requires* that all requests flow through the
controller servlet, so that the appropriate ModuleConfig can be stored as a
request attribute.  If you go directly to a JSP page, it defaults to the default
module, which is exactly why you are seeing what you are seeing.

If we could rely on Servlet 2.3 / JSP 1.2, we could avoid this restriction by
simply using a Filter -- but we cannot do so for Struts 1.1.
