Oops, yes.  Forward, not action.  This is what comes from writing bug reports 
before one's morning coffee.  

Anyway, the reason I went with the locale appending is because it mirrors what 
has been done with the resource bundles as well as what is available in the 
Validator's internationalized form definitions.  

As for it's utility, the reason I implemented it was because I'm converting a 
bilingual site over to Struts, and it would be nice to handle the forwards in a 
locale-neutral way, much like how the Validator does it.  (I'll give you three 
guesses where I got the code to do the key generation. ;)
