HtmlTag throws NPE when sessions are disabled and locale property is false

Removing that functionality breaks backwards compatibility and removes much of 
the utility of using the locale attribute at all.  I've replaced the locale 
finding code with a call to RequestUtils.retrieveUserLocale() so it won't create 
a session.  However, a session is still created and a locale object stored there 
if you use the tag's locale="true" attribute.
