I know that wasn't the case for the beta releases. And for this release candidate, I didn't get that impression from inspecting several of the jar files. For example:
commons-dbcp.jar - 1.1-dev commons-digester.jar - 1.5-dev
Craig McClanahan also made reference to this need a couple of months ago:

Struts releases always use released versions of dependant libraries.
