Struts-EL html tag throws NPE

So could someone remind me what's supposed to happen when you have both a "page"
directive saying "session=false" and an "html:html" tag saying "locale=true"? 
Is it supposed to create a session despite the "session" flag bein false?  I'm
not complaining, I just want to make sure I understand what it should be doing.
 I seem to remember some discussions about this recently, and I believe this was
the conclusion (that the session should be created).

I ran a page (with CVS latest) using these same features in the debugger, and it
worked fine, but it did create the session.
