Validator is OK. I had a problem recently but it was my fault for including the wrong Struts jar. Once I spotted it and added the RC2 jar everything was fine.
During the process of figuring that out we found that you could use change the doctype to SYSTEM and reference a local copy. (Useful for a quick fix). I'm afraid I don't know about tiles though.
