You cannot have resulting HTML page where some tags ara XHTML well-formatted and some are not. <html:xhtml/> and <html:html xhtml="true"> should affect all pages within request, not only current page, so as to included pages (through <jsp:include/> or Tiles tags) keeps well-formatted.
